Α) Security Studies and Security Plans
1. Risk assessment study
The applied security measures are not chosen at random. They must be the appropriate ones aimed at addressing specific risks.
These risks are identified through an in-depth risk and vulnerability assessment study of a facility or activity, describing at length the types of threats, the manner of their manifestation, the estimated manifestation frequency and the possible consequences.
Such a study, carried out by an experienced and qualified staff of “Secure& Resilient”, ensures:
• Comprehensive overview of the risks of each one of the category threats (e.g. theft, robbery, illegal entry, flooding, etc.)
• Implementation of the appropriate measure to deal with each one of the risks.
• Avoiding waste and limiting unnecessary expenses.
2. Site Security Operational Plans
In a company/organization/facility/activity, each employee, visitor or partner is a part of an integrated plan that aims to address known risks and to ensure the business continuity.
Just assigning to a Security company performing security guarding is not enough. Everyone in the facility management structure, from the facility manager to last employee, have specific roles in term of Facility’s Security and Resilience.
The following is required:
• A complete Security and Resilience structure with properly educated and trained members
• Procedures to be followed.
• Decisions on the measures to be taken on their escalation or de-escalation.
All of these should be detailed and clearly described in the Site Security Operational Plan.
3. Port Facility Security Plans
In some port facilities where ships with international voyages are received (e.g. commercial ports serving cruise ships, industrial or commercial port facilities with export activity, etc.), special security measures and procedures, dictated by the ISPS code, are applied.
In these cases, it is necessary to draw up a Port Facility Security Plan (PSP) which must be approved by the competent Port Authority.
B) Business Resilience System
1. Emergency Response Plan
Emergencies can arise from a variety of causes whether they are malicious or negligent or man-made or not.
The two main issues raised are:
• The immediate (internal) response of the facility until the arrival of the Public Authorities and their takeover of the situation
• The role and actions of the facility's staff in collaboration with the competent Authorities.
An Emergency Response Plan should:
• Describe in detail the roles and responsibilities of the head of the Unit / Facility and other executives.
• Foresee firefighting and first aid teams, which will have the appropriate special training.
• Foresee the carrying out of readiness exercises with the participation of the involved State Authorities.
2. Crisis Management Plan
Emergency situations do not always lead to crises, on the contrary some situations have been considered as inactive or "dormant" can suddenly develop into crises.
These situations can be dealt with appropriately if an adequate crisis management plan is in place especially:
- A Crisis Management Plan concerns the entire Organization / Company
- It must describe the characteristics and conditions of a situation under which is considered a crisis.
- It presupposes the composition and operation of a Situation Assessment Team.
- It foresees roles and responsibilities of the CEO / General Manager and the other members of the management, as well as of the Departments/Functions for each phase of the crisis.
- It foresees a special Crisis Management Team with a specific composition and structure.
- It identifyees the interested parties (Stake Holders) and the competent way of cooperation/communication with each one of them (state, municipal, local bodies, unions, etc.).
- It foresees readiness exercises with the participation of all involved in scenarios, included in the assessment study risk.
3. Business Continuity Plan
An emergency situation (accident, criminal act, extreme weather, etc.) or a threat that its manifestation can last a long time (endemic or pandemic, e.g. covid), not only has consequences for people and the environment, but also for the assets and reputation of the Company / Organization.
An additional and serious consequence has to do with changes and limitations in the mode of operation. (e.g. collapse of a part of the production structure, inability of workers to access to their work place due to heavy snowfall, mass illnesses of workers and risk of infection, etc.).
For the correct treatment, the prior existence of a suitable Plan (Business Continuity Plan) that will provide the required solutions is required in order to ensure business continuity.
